Let an extension run without a rail entry, and give Plan usage none
An extension can now run without a rail entry, and Plan usage shows only in the status bar.
An extension’s manifest can set napdock.ui.panel to false. Its UI part still runs, for status-bar slots, contributions and tasks, but the rail, the palette, the menus and the rail commands leave it out.
Plan usage now works this way. Its meters and hover card stay in the status bar, and the rail icon that opened a panel repeating them is gone.
