Tell a parent of a waited-for child's end after a restart
A session waiting on a delegated child now hears when the child ends, even if the executor restarted in between.
When a parent session delegated work in wait mode and the executor restarted while it waited, the child’s end and result were lost to the parent. The child had been saved as not reporting, and only the live waiting call switched that on.
Children delegated in wait mode now carry a "waited" report value in records.ts. local-control.ts treats it as “report on end” whenever no live wait holds the child, which is always true after a restart. The parent gets exactly one report, as a new turn if it is idle.
