Check comments for dividers, test labels and restated names
A new check, run first in bun run lint, rejects section dividers, test step labels and comments that only repeat a name.
bun run check:comments (scripts/repository/comments.mjs) rejects section dividers such as // --- Search ---, test step labels such as // Arrange, doc comments that only restate the name below them, and JSDoc types or empty @param/@returns tags in TypeScript. It runs as the first step of bun run lint.
The 28 existing problems were removed. crates/native-video/Cargo.toml drops missing_docs = "deny", the rule that demanded a doc on every public item. ENGINEERING_STANDARDS.md records the rule.
